OIV: The First SCOPE Forum Highlights Global Priorities for the Future of the Wine Sector

The first SCOPE (Stakeholders Contribution on OIV Priorities and Engagement) Forum took place on 20–21 October in Dijon, France, marking a significant milestone for international collaboration in the wine sector.

The event, organized under the auspices of the International Organisation of Vine and Wine (OIV), gathered around 150 participants, including member state representatives, experts, policymakers, international organizations, and private sector leaders.

The forum was inaugurated by OECD Secretary General Mathias Cormman, emphasizing the global importance of cooperation in addressing sustainability, trade, and cultural challenges within the wine industry. OIV Director General John Barker expressed satisfaction with the high level of engagement, noting:

“The SCOPE Forum is a new initiative designed to connect stakeholders at all levels and promote dialogue within the OIV’s mandate as the global reference for vine and wine. I was delighted with the very high level of engagement and the deep insights that were shared. For me, this emphasised the importance of cooperation and scientific and technical knowledge-sharing to progress our common interests in the vine and wine sector.”

Key Themes and Points of Convergence

Sustainability:
Discussions focused on the need to promote sustainable production strategies that balance environmental, economic, and social dimensions. Participants pointed out that the proliferation of sustainability programmes and certification requirements often creates confusion for consumers and additional costs for producers. The OIV’s sustainability principles were recognized as a potential reference framework for harmonizing international approaches to sustainability and equivalence initiatives.

Trade:
The forum reaffirmed that international trade is fundamental to the future of the wine sector, yet it continues to face significant uncertainties in a changing global economy. Attendees discussed the importance of supporting and reforming the multilateral rules-based system, with particular emphasis on non-tariff measures such as labelling and certification rules. The OIV’s role, alongside organizations like the WTO, was highlighted as crucial in promoting transparency and harmonisation of trade standards.

Culture:
The cultural dimension of wine was acknowledged as a unique asset that connects history, identity, and contemporary consumption. Participants stressed the heritage and multidimensional value of vine and wine culture, and the opportunity for the OIV to strengthen its recognition and protection — potentially in cooperation with UNESCO. Efforts to define methodologies and frameworks for cultural preservation were also discussed.

A Platform for Future Collaboration

The inaugural SCOPE Forum underscored the strategic role of the OIV in facilitating dialogue and coordination among global stakeholders. By bridging scientific, economic, and cultural perspectives, the forum aims to ensure that future wine policies and practices align with both market realities and long-term sustainability goals.

With its success, the SCOPE Forum has laid the foundation for regular international exchanges, reinforcing the OIV’s mission to serve as the global reference in vine and wine matters.
